Summary
 
Councilwoman Jane Bonner updated the membership on the status of the Rocky Point drive-in, the North Shore Abatement Draft Study, Village on the Sound, and the problems with the Out of Bounds bar.

Councilwoman Bonner also responded to concerns expressed by the membership about the recent shootings in Sound Beach and the way they are being handled by the police.
 
Reports were given by the membership committee, Vets Memorial committee, and scholarship food fair committee

Scott Martella is the Suffolk County Representative to Governor Andrew Cuomo. He was graduated from Boston University in 2008, with a B.A. in International Business and Economics. Mr. Martella also worked former Senator Foley as a Policy Advisor, and assisted in developing his education and property tax reform agenda. His interest in the quantitative and qualitative elements that shape our nation’s education policy was also the impetus behind his candidacy for School Board Trustee to Smithtown Central School District. In 2009, Mr. Martella was inaugurated the youngest Trustee in Smithtown’s 333 year history. In 2011 he was elected Vice President of the Board of Education, and now currently serves as a member of New York’s New Leaders Council, Long Island Cares’ Board of Directors and the 9/11 First Responder- Johnny Mac Foundation Board of Directors.

This discussion is important to Shoreham residents due to the fact that there are large parcels of land in our community that can be developed.

Apologies for audio at the beginning due to Koga class not ending on time.

• Ann Becker reviewed minutes from December meeting including following up on a public benefit being added to the Mount Sinai Village Center project. Civic is not in favor of a new community center having one already. The question becomes who will staff it? Where will volunteers come from? Over $300,000 will be specifically dedicated to the park and more for Nature Center and Cedar beach. No tenants have been announced yet. Paul Elliot has been invited to future meetings.
• Fred Drewes won volunteer of the year in the Times beacon Record. Additional details here:
• Mount Sinai School District will be hiring a new Superintendent.
• Suffolk Country DA written about Sober Home problems
• Amsterdam Nursing home would like to construct a CCR center on the property next to the ranches. (Like Jefferson Ferry) This group is a nopn profit org who has secured a $7m grant from the state.
• Positions are available in the Civic, if interested email
• TD bank construction across from heritage Park is moving along

Fred Drewes gave a presentation on Heritage Park:

The talk will included an overview of plans and development on the Wedge, a review of the landscaping history of the park, and then focus on the accomplishments of the Wedge Folks volunteers. These include various sections of the park, Avenue of America, Court of America and the Crop and Farm Machine Exhibit area at the Heritage Center. Fred also introduced what his groups hope to accomplish in 2012.

Coram Civic Association Officers Sworn In By Legislator Anker Legislator Sarah Anker administering the Oath of Office to Margaret Colarossi, Kathrine Soscia, Paul Ziems and Carol Bedell Legislator Sarah Anker recently attended a Coram Civic Association meeting to install the new officers of the board. Those sworn in by Legislator Anker are Recording Secretary Margaret Colarossi, Corresponding Secretary Kathrine Soscia, Treasurer Paul Ziems and Membership Secretary Carol Bedell. “I’m honored to swear in the officers of the Coram Civic Association,” said Legislator Anker. “These volunteers strive to help make our communities wonderful places to live and their dedication and commitment is invaluable.” The Coram Civic Association meets on the 4th Monday of each month at the Old Coram Fire House at 7:30pm. SPEAKERS: at the Rocky Point Civic meeting

Jane Bonner Councilwoman Brookhaven town for 2nd district since 2007. Jane's Main subject was the Draft Stormwater Study and $1.2 mil. per year for drain improvements in the North Shore area

Carole Burns, Esq. Pro Bono Nassau/Suffolk Law Services Committee, Carole gave a program on the Nassau/Suffolk Law Services Committee that offers a full panoply of civil legal services to low income, disabled and otherwise disadvantaged individuals.

Jessica Helm, Ph.D. National Board Member of the Sierra Club, Atlantic Chapter Conservation Chair, Online Media Task Force Chair, and Activist Network Hydrofracking Team Leader. Jessica Gave a talk on the Issue of Hydrofracking in NY State and Pennsylvania where the residents have lost there access to clean water as a result of the Hydrofracking taking place under ground near there homes. Jessica helped launch the Long Island Water Sentinels (providing a picture of baseline water quality on Long Island); Brought four townships into the US Mayors Climate Protection Agreement and the Cool Cities campaign; Created the Renewable Schools program, which promotes renewable energy and efficiency work in schools via energy service contracting. She has recintaly been elected to the national board of the Sierra Club and lives right here in Rocky Point.

New Business:

At the end of the meeting a question was raised about changing the day for the regular monthly meeting of the Civc from ( the first Tuesday of the month) to a day that would not conflict with the Brookhaven Town Board meeting which is also on that day. The Civic Board will have an Exc. meeting soon and discuss.

Pres. Bryan Lily suspended regular meeting business for guest speaker.

Guest Speaker was Dr Steven Cohen who spoke about preparation of the SWR 2012/2013 budget. He explained that we are at about a $1m budget gap at this point.

Kevin Ward asked about the costs of education Special Education students and felt that there might be other means to fund these needs.

Glen Arcuri(Director of Finance and Operations_ explained that SWR educates Special Ed students at a much lower cost than neighboring districts and offered proof by going to IE: The Rocky Point School web site.

Eileen Marfoglio asked if the privately funded field upgrade funds raised goes into the district coffers. Glen Arcuri answered that details of where that money will first go is undecided as of now. She also felt that the costs of insurance is too much at the school district and offered a comparison of costs. Mr Arcuri explained the cost of the district for insurance for a family is about $18,000 and the cost to an individual is about $8,000, but the portion that the employee pays varies by type of employee and length of time on the job.

Glen Arcuri explained that the trend to enrollment at the High School is trending down.

Kevin Ward spoke about "professional staffing", and what it meant today? Both Dr Cohen and Glen Arcuri answered.

Bryan Lily asked Dr Cohen if future testing will be online and how will we handle technology needs with budget constraints?

Dr Cohen admitted he was not a technology expert but thought the new technology committee could help things along.

He encouraged attending his Superintendent Forums in the future...
